Votes timestamp

It appears that votes are time-stamped by pulling time directly from the server.

In my case the server is UTC, but Joomla does have my location offset (UTC-7) . I would like to suggest that the extension be updated to alter the displayed date based on the location set in Joomla (Global Config > Server > Location Settings > Server Time Zone).
